Organizational context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian network. Together with our 190 National Societies worldwide, we reach 97 million people annual through long-term service and development programmes as well as 85 million people through disaster response and recovery programmes.

The four countries supported by the country cluster support team in Beijing –China, Japan, Mongolia and Republic of Korea, cover 28 per cent of the Asian continent and comprising 1.5 billion people. Disasters, poverty, unprecedented aging of the population, urbanization and migration contribute to increased vulnerability in this region. The population are also exposed to increased health risks due to epidemics, communicable and non-communicable diseases.

The office supports Red Cross Societies in East Asia in becoming stronger at home and abroad and in both disaster response operations and sustainable development initiatives. We act as a resource centre and conduit for exploration and adaptation of global initiatives to meet the sub-region’s needs and capacities.

Job Purpose

The Information Officer is expected to provide a full range of communications support to the Communications and Advocacy Delegate, to proactively engage with different programme teams and units of its Beijing office and with focal points of the Red Cross Societies in East Asia.

Roles and Responsibilities

The position is an IFRC national staff position based in IFRC CCST – Beijing.  The position reports to Communications and Advocacy Delegate, demonstrating considerable independence and initiative in assisting planning, developing and implementing the communication strategies, plans and procedures to promote movement values and goals.

The position is required to stand in for the Communications and Advocacy Delegate during his/her absence or deployment elsewhere.

Specific Tasks

o    Play a key role in developing publicity/awareness materials including newsletter, web stories, brochures, presentations, programme videos, advocacy reports, calendars etc.;
o    Assist in preparing media materials (Talking Points, Q& A, Press releases) and support events like press conferences, media briefings, outreach activities etc.;
o    Work with programme teams to create clear and impactful communication messages to be channelled through social media and other platforms;
o    Monitor and report on disaster/emergency related news;
o    Maintain and update various communication contact lists as well as audio-visual libraries;
o    Provide support to the Communications and Advocacy Delegate in planning and delivering relevant trainings;
o    Support the supervisor and Head of CCST in translation and interpretation as needed;
o    Act as the point of contact between National Societies and IFRC on global/regional campaigns and humanitarian diplomacy initiatives;
o    Provide knowledge-based guidance to designs and branding materials;
o    Supervise interns of the communications unit;
o    Ad hoc tasks assigned by the supervisor and Head of CCST.

Duties Applicable to All Staff
o    Actively work towards the achievement of the Federation Secretariat’s goals;
o    Abide by and work in accordance with the Red Cross and Red Crescent principles;
o    Perform any other work related duties and responsibilities that may be assigned by the line manager.

Position Requirements

o    University degree or higher;
o    Major in Communications/Journalism/International Development/English are preferred;
o    Proficiency in both Chinese and English are required;
o    Be able to do simple communication in Japanese or Korean are preferred.

Experience:

o    Minimum 5  years relevant professional work experience with internationally operating organizations or companies required;
o    Experience of working with INGOs/UN agencies/humanitarian organizationspreferred.

Knowledge and Skill
o    Experience and knowledge in producing publicitymaterials including planning and editing required;
o    Experience inevent management required;
o    Experience in prepare/edit audio-visual materials required;
o    Knowledge about Red Cross and Red Crescent Movement preferred.
