Job Title: Mental Health Technical Officer
Work Location: Kunming,Yunnan
Contract Type: One Year Labor Contract with possible extension according to performance

Job Purpose:
To ensure that people with mental health problems in Yunnan province have improved their participation and social inclusion through the strengthen implementation of the National Mental Health Act, UN Convention on the Rights of People with Disabilities, and promotion of multiple actors collaboration.

For the first 18 months of the project the Technical Officer (TO) will closely work with and assist the Expat Technical Advisor (TA). S/he will be coach by the TA on mental health technical issue. After the departure of TA,the TO will work independently and ensure the technical quality of the project.

Responsibility 1: Technical support to define project strategy, implementation, monitoring and reporting.

Assist TA in providing appropriate technical support to the definition of the project strategy, action planning and monitoring. All activities of the project should reach satisfactory quality standards, in accordance with HI approaches and tools.

In guidance of TA, TO will participate in project implementation, for instance, research KAP survey, screening of beneficiaries, development of tools on psychosocial activities and its realization, awareness raising, formation and strengthening of Self Help Groups.

Support the Technical Advisor in setting-up of the tools for the monitoring of the project, respecting HI M&E policy.

Conduct regular field visits, analyze progress and challenges and share with TA to develop operational and strategic directions for project implementation.

Develop and maintain strong operational relationships with project strategic partners (e.g., Psychiatric hospitals, social work departments, universities, local DPF and other existing CSOs working on disability/development/inclusive activities)

Support project team to organize study tours (in-country or abroad) for project team members and relevant service providers and ensure the integration of the study tour learning in their regular activities.

Responsibility 2: Capacity building of project partners and relevant stakeholders to facilitate inclusive society for people with mental health problems.

Work closely with the project partners to conduct survey aiming to identify people with mental health problems. Develop personalized social support plans of identified project participants and facilitate their implementation.

Training: Under the supervision of the TA and according to the project planning, develop technical training module and organize relevant training for project beneficiaries, service providers and other stakeholders.

Receive coaching and support from the TA and attend other capacity building activities aiming to equip the TO with the knowledge and skills necessary to become a technical resource on mental health issues. Jointly develop and follow-up the Individual Development plan with the TA.

Support project team in establishing a project “Technical Advisory Committee (TAC)”. The TO, with the support of TA, will further support the capacity building of the TAC members and their engagement in the project implementation and monitoring process, as defined in the proposal.

Responsibility 3: Knowledge management and networking.

Assist the TA to develop the project capitalization strategy at the beginning of the project and follow it accordingly.

Archive all the project technical documents, data, tools, training manuals and lesson learnt.

Support the project team to capitalize good practices by using the Making It Work (MIW) approach and support the team for national and local level advocacy.

Support national and local level network of organizations working on mental health and enrich the MIW network.

Assist the TA and the PM to maintain functional relationship with local, regional and national stakeholders to exchange experience and maintain synergy, when necessary.

Responsibility 4: Miscellaneous: implementation of project activities, team work, reporting, etc.

Participate in the implementation of each project activity that is defined by the Project Manager. Develop his/her Individual Action Plan (IAP) into a detail operation plan and review it with line manager quarterly.

Assist/develop Information, Education and Communication (IEC) materials. Support the project team to draft, test, publish and disseminate the IEC materials.

Assist to/ organize regular project activities e.g., awareness raising sessions, project steering committee meetings, meetings with other stakeholders, advocacy activities, etc.

Provide necessary data, information, and case studies to the TA/ PM for reporting, publication or new project development.

Participate in different internal and external meeting and follow up on the outcomes of the meetings.

Follow all the admin/logistics/finance procedures to ensure smooth running of the project

Travel
Need to visit the project operation areas regularly and may need occasional visits to Beijing

Qualifications:
Knowledge
University degree (Psychology, social work, social development or other relevant fields) (essential)
At least 3 years working experience in relevant fields (essential)
Theoretical/practical knowledge and experience on social work, disability inclusive development and right based approach (desirable)

Skills
Language(s): Fluent in spoken and written Chinese and English (essential)
Previous experience on working for people with disabilities and experience to work with DPF system and CSOs (essential)
Strong experience in training module development and training facilitation (essential)
Experience in organizing awareness raising and advocacy activities (essential)
Good writing, reporting and communication skills (essential)
Proven computer skills (essential)
Previous experience working in Yunnan is a plus
