Guo Yuqiang, deputy director of the department in charge of public welfare and charitable foundations at the Ministry of Civil Affairs, stated that charitable organizations must disclose their funding situation, along with other eleven issues once every three months.

He affirms that the «Leading opinion concerning the healthy development of the charitable sector» published by the State Council in December 2014 is the government first attempt to support the growth of charitable foundations. Because there were some concerns about the transparency of charitable organizations, the document was drafted so that all the important issues regarding their disclosure of information were clear. The document tells charitable organizations how and when they have to disclose informations, through which channels, in which manners, and even how the responsibility system works.

He also stated that the «Opinion» will not only prevent illegal acts from charitable organizations but make the public officials supervising them accountable to the law in cases of wrongdoings, omissions, or even corruption.
