Looking ahead at the Lianghui: Focusing on the demand for resolving contradictions, social management will enter a new era

Experts predict that social management reform will be a hot topic in this year’s meetings of the National People’s Congress and the Chinese People’s Political Consultative Conference. Pointing out the dissolution of the Re-Education Through Labor System in Yunnan and Guangdong provinces, the article notes that reforms seem to be in the air for social management. Since the first mention of “strengthening social construction and management, and promoting social management system innovation” in the 16th Congress Report, the central government has indicated that social management reform was a major concern. As indicated by promising trends in 2012, developments may occur in the areas of government petitioning reform, judicial reform, and hukou reform.
