  • Lowering the threshold: Foshan NGOs no longer have difficulty finding a “mother-in-law”

This article reports on recent announced changes in Foshan city’s management of social organizations. In anticipation of province-wide reforms in the registration and management of social organizations, Foshan is decentralizing authority to register and manage social organizations to the township and street committee (subdistrict) levels. Guangdong provincial authorities earlier announced they would decentralize authority after July of this year, but Foshan is the first city in Guangdong to actually announce it will implement these reforms. Foshan’s Civil Affairs bureau also announced they would establish an incubator to support social organizations. Foshan has more social organizations than any other prefectural-level city in Guangdong.
