A lawsuit on air pollution put on record in Shandong

Friends of Nature (FON) filed a lawsuit for air pollution against the Shandong Jingling Chemical Corporation Limited on the 19th of January. The lawsuit was put on record in the Intermediate People’s Court of Dongying city, Shandong Province, following the Civil Procedure Law, the new Environmental Protection Law and the Law on the Prevention and Control of Air Pollution which only came into effect this year. FON learned from public reports that the emissions of air pollutants by the Shandong Jingling Chemical Corporation Limited continually exceeded the standards, and its air pollution improvement facilities were continually used in an abnormal way. The Annual Conference of Philanthropy China 2015, hosted by the China Charity Association, was held in Beijing on the 19th of January. The vice chairman of the 11th Standing Committee of the NPC Chen Zhili, the Minister of Civil Affairs and the president of the China Charity Association Li Liguo, the representatives of government departments and universities across the country and another 300 guests attended the conference, discussing topical issues in philanthropy. Charitable donations to be exempt from import taxes

The Ministry of Finance, the General Administration of Customs and the State Administration of Taxation have jointly issued an announcement stating that from April 1st 2016, there would be no import tariff or value-added taxes levied on materials from foreign donors which are directly used for Charity. At the same time, the Interim Measures for the Exemption of Import Taxes on Charitable Donations was released, containing specific regulations on foreign donors and domestic recipients. According to the Measures, foreign donors are natural persons, legal persons, and other organizations located outside of China. Unified Social Credit Code Registration Certificates issued to Social Organizations

On January 4th, the Ministry of Civil Affairs held a ceremony to mark the issuing of a unified credit code (Unicode) for social organizations in China. Gu Zhaoxi, Vice Minister of the Ministry of Civil Affairs and Shan Chengfu, the director of the Civil Administration Bureau, attended the ceremony and issued the certificates. From now on all social organizations will receive their unique 18 digit unicode, allowing them to have just one certificate. The new system will simplify procedures for social organizations and further invigorate them. Report on China’s Evaluation of Social Organizations released in Shanghai

The Non-governmental Organization Administration Bureau and the Civil Service Center of the Ministry of Civil Affairs, Shanghai Jiao Tong University and the Social Sciences Academic Press jointly released a blue book entitled Report on The Development of China’s Social Organizations Evaluation 2015 (《中国社会组织评估发展报告(2015)》蓝皮书) in Shanghai. The report points out that 99 national social organizations have been evaluated as level 3A and above, accounting for 85% of the 116 organizations that received an actual assessment in 2014. The Industry and Business Association of China continuously takes active part in these assessments and offers an evaluation coverage rate of over 50%, playing an increasingly large role in promoting the healthy development of non-governmental organizations. …read more

Support for Social Organizations from the 2016 Central Government Budget Available

The Ministry of Civil Affairs (MCA) has issued the 2016 Implementation Plan on Support for Social Organizations Participating in Social Services Provision through the Central Government Budget (《2016年中央财政支持社会组织参与社会服务项目实施方案》). The entire budget, aimed at supporting social organizations which have projects focused on aiding the aged, the disabled and children, as well as on social work, capacity building and staff training, is estimated to reach 200 million Yuan. The plan for 2016 is that the Central Government budget will not support organizational activities related to basic infrastructure, research and advocacy.
