Job Title: Consultant, Strategic Communications Program

Reports To: Program Director, Strategic Communication Program
Duration: 6 months with possibility to extend
The Consultant, Strategic Communications Program (“Consultant”), will be a responsible, energetic, and highly professional individual fluent in Mandarin and English who will support the Strategic Communications Program to design and implement a number of communications projects, covering green growth, clean energy and low carbon consumption with a hybrid approach of directly operating the activities and project management. The ideal candidate is experienced in strategy development and implementation of climate and energy communications projects.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Under Program Director (PD)’s supervision, the Consultant will support team on strategy development and fundraising, and manage grants, projects, or specific initiatives within the program. His/her responsibilities include:
1.Communication projects Management
-Work with team members and partners to develop strategies and work plan of communication projects;.
-Coordinate media partners;
-Content gatekeeping and quality control;
-Monitor and evaluate outcome;
-Produce EFC WeChat and website stories.
-Assist the team to manage budget, and to develop an attainable spending plan that supports the implementation of program strategy;
-Work with team to identify and select grantees/partners, design project plans with grantees/partners to assure project goals and deliverables are in line with program goals and strategies;
-Monitor project progress and provide on-going support to grantees to ensure desirable deliverables and outcomes;
-Provide timely updates to PD and other team members on the assigned grants and projects;
-Support grant auditing and assure full compliance with EF China policies and regulations both in China and in the US.
-Proactively identify opportunities for initiative or project level collaboration, and work closely with related program staff to deliver the impact;
-Work closely with other programs to effectively communicate the program or initiatives/projects related messages to various stakeholders;
-Share knowledge, expertise, critical information and networks with other colleagues.
-Identify and cultivate valuable partners, including media, grantees, opinion leaders, funding partners, commercial partners and other experts or leaders in the field;
-Work with partners to develop the project concept and strategy, coordinating media and PR plan.
-Build and maintain trust and relationships with partners for better collaboration;
-Assist PD and other team members to prepare reporting materials, such as the program updates, logic models, concept notes, reports, and work plan to the board and regulators;
-Work with PD and other team members to propose program budget in line with program strategies;
-Undertake additional tasks and responsibilities as assigned by PD;
-Back up other colleagues as needed.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
-Education: Master’s degree or equivalent in a related field: communications, journalism and/or public administration;
-Working experience: Minimum 5-year experience in communications, public relations, or journalistic practices. Familiar with media practices, competent in strategizing and implementing communications campaigns, and knowledgeable in climate and energy communications. NGO experience as a plus.
-Language level: Chinese native speaker; excellent command of spoken and written English.
-Communication: ability to communicate logically and articulate key messages/points with clear structure and fact-based supporting arguments, writes clear and compelling documents for internal and external consumption, listen actively to audience’s purpose, and communicate effectively in public; ability to manage in a matrix reporting structure with multiple stakeholders and effectively coordinate activities across organizational boundaries.
-Project management: ability to propose project direction, lay out project plan with milestones, timelines and tracking mechanisms, and to accomplish the project on time and in good quality.
-Problem solving: ability to define and prioritize the key issues when facing complex situations, make analysis with logical reasoning, propose possible solutions and resolve some complicated issues independently.
