Director, China Environmental Law & Governance

Natural Resources Defense Council

Beijing Office

 

The Natural Resources Defense Council (NRDC) is an international nonprofit environmental organization with more than 3 million members and online supporters. Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For two decades, NRDC has been a thought leader and trusted adviser to our partners in China. With a highly effective team of more than 30 people based in our Beijing office, we have worked hard at both the national and local levels to recommend, develop, and help implement innovative laws, policies, technologies, and market tools that conserve natural resources, curb pollution and accelerate China's transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the National Forestry and Grassland Administration of China.

 

Position Summary:

 

NRDC is seeking an experienced professional and strong manager to lead its China Environmental Law & Governance project in our Beijing office.  This position leads a team of professionals to help enhance environmental law and environmental governance in China through supporting policy research and advocacy, capacity building and stakeholder engagement, international exchange, and innovative tool development and pilot studies, and providing legal recommendations on environmental and climate issues. This position reports to the Senior Director for China.

 

Responsibilities:

 

Lead the China Environmental Law & Governance Project (ELP) with visionary strategies, effective implementation, and strong partnerships;

Supervise ELP team members to implement projects and initiatives and carry out related activities;

Seek and develop strategic opportunities for advocacy and collaboration on environmental law and governance issues in China;

Direct fundraising for ELP work in coordination and collaboration with other project teams and institutional departments as appropriate;

Build, maintain and expand partnerships with key Chinese and international stakeholders relevant to the work of ELP;

Manage the project’s budget and the preparation of financial and narrative reports;

Guide the team to develop and disseminate effective communication contents on ELP issues and represent NRDC at conferences and other events as needed; and

Contribute to China Program’s overall strategy development, priority setting, cross-projects collaboration and coordination, strategic partnership building, new opportunity identification and legal compliance.

 

Qualifications:

 

J.D. or other advanced degree in legal studies, preferably environmental laws, with at least 10 years of relevant experience;

Deep knowledgeable of Chinese environmental law and regulations in addition to other international legal knowledge;

Proven leadership, management, fundraising and communications skills;

Strategic and innovative on work direction and implementation;

Policy research and analytical skills;

Ability to make decisions based upon sound judgment, analysis, and experience;

Proficiency in oral and written Chinese and English;

Comfortable to work in a fast-paced environment with demonstrated ability to handle multiple tasks and perform well under deadlines;

Familiarity with working in an international work environment; and

Commitment to NRDC’s values and mission.
