The Operations & Compliance Officer reports and provides all around support to the Operations and Compliance Manager (O&CM) of IFAW China Office in coordinating, facilitating and implementing all operational compliance activities and maintain a smooth and effective working relationship with the regulatory bodies with which IFAW is registered. The position is also responsible for following through on all human resource related directives given by the O&CM.
Role and Responsibilities
Provide assistance to the O&CM in external liaisons with various government entities to ensure regulatory compliance of IFAW offices.
Manage and maintain efficient paper and digital filings of all IFAW China legal documents which ensure the successful and lawful office and program operations in China, and stay alert on the validity and the needs for update of those documents and provide timely report to the O&CM and other program managers.
Prepare and process all IFAW initiated contracts for all departments, projects and programs, and conduct initial review of all contracts for content accuracy and IFAW principal compliance before submission to the O&CM for final legal review and official chop.
Guided by the O&CM’s directives, prepare documents and materials required by the supervisory government agencies and follow through the application and approval procedures, and make sure all the obligations on paper are met for IFAW’s program, marketing and campaigning activities.
Maintain a healthy, respectful and effective working relationship with the implementation officials of the regulatory agency and make sure a dialogue channel is always available.
Maintain an up-close look of application and approval process for IFAW’s activities and stay alert of changes and risks and inform supervisors in a proactive manner.
Responsible for keeping an up-to-date understanding of the relevant laws, government protocols and China’s regulatory environment, provide regular internal updates and reports to ensure the management and program teams in China have the knowledge about and meet those updates and act proactively to mitigate potential risks.
Coordinate and support the O&CM in all HR functions in staff recruitment, including job posting, applicant review, interview coordination, and provide primary candidate report and summary for the O&CM and relevant program managers for further selection and communication with potential candidates.
Responsible for staff time tracking and management, particularly time tracking for restricted fund-supported projects and make sure IFAW’s contract obligations are met, and timely and transparently reported.
Organize regular trainings under the guidance of the Country Director and the O&CM for all staff to make sure that the united and standard organizational language, criteria, PME methods and operation protocol are effectively acquired by staff.
Assist in the implementation and development of relevant health, welfare and security policies and procedures to ensure that staff benefits such as medical coverage, pension schemes, housing fund, relevant insurances, government statutory coverages are addressed in accordance to China’s labour laws and IFAW SOPs;
Provide assistance to support staff’s benefits and welfare needs, such as consultation and detailed interpretation of IFAW policy, medical and other insurance policy, the processing of medical and insurance reimbursement in coordination with IFAW’s employment agency, the preparation of staff career certification and endorsement etc.
Stay observant and sensitive to staff’s needs for skills and capacity development. Provide insights to the O&CM and help strategize trainings to meet the staffs’ needs which shall benefit the development of IFAW programs in China. Evaluate these trainings and report to the O&CM.
Responsible for production and delivery of annual team-building plan and activity.
Undertake other duties consistent with the position and assist with other areas of work as require.
Qualifications and Education Requirements
Minimum of 5 years in a similar operational and human resource management position;
Excellent communication skills, proficiency in speaking and writing in both Chinese and English;
Superior administrative/organizational skills with attention to details;
Self-motivated, and able work independently in a high pressure environment but also a solid team player;
Ability to anticipate needs and demonstrate commitment to follow through on work undertaken;
Ability to follow instructions carefully and thoroughly and have the courage to communicate both successes and mistakes.
Ability to apply organizational policies and procedures to daily work;
Proficient computer skills with knowledge of word processing and spreadsheet processing (MS Word and Excel are must);
Ability to work collaboratively with multiple stakeholders;
A strong commitment to wildlife conservation, animal welfare and to promoting IFAW’s work is a plus.
