Project Manager, Environmental Policy

Natural Resources Defense Council

Beijing Office

 

The Natural Resources Defense Council (NRDC) is an international nonprofit environmental organization with more than 3 million members and online supporters. Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For two decades, NRDC has been a thought leader and trusted adviser to our partners in China. With a highly effective team of more than 30 people based in our Beijing office, NRDC China Program have worked hard at both the national and local levels to recommend, develop, and help implement innovative laws, policies, technologies, and market tools that conserve natural resources, curb pollution and accelerate China's transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the National Forestry and Grassland Administration of China.

Position Summary:

 

NRDC is seeking a Project Manager, Environmental Policy to work with the China Coal Cap Project team in our Beijing office.

 

The Project Manager, Environmental Policy will lead research cooperation and engagement with Chinese partners under NRDC’s China Coal Cap Project to develop analysis related to the environmental benefits of and policies supporting coal reduction in China, including China’s carbon peaking and carbon neutrality goals and air pollution reduction goals and policies. This analysis will be both national and provincial in nature, and will require close coordination with complementary sectoral coal reduction research projects and analysis, and promotion of implementable and sustainable policies for reducing coal to achieve both carbon and air pollution reduction benefits.

Responsibilities:

 

The Project Manager, Environmental Policy will be responsible for:

Supporting team leaders in developing an overall air pollution, carbon peaking and coal reduction research and advocacy plan;

Leading engagement with and managing the research projects of multiple environmental research partners, working with partners to prepare research proposals, budgets, contracts and compliance materials; ensuring quality project implementation that meets the research goals of the project, including organizing expert review meetings and providing expert feedback and guidance to partners to improve the research; collecting mid-term and final narrative and financial reports; and supporting reporting, monitoring and evaluation of the project.

Synthesizing the research of partners to develop an overall coal reduction, air pollution and carbon peaking roadmap that sets air pollution reduction and carbon control targets and scenarios for coal reduction, and analyzes both national and provincial air quality, carbon peaking and coal cap targets and policies.

Keeping up to date on the latest developments in air pollution and carbon control policy in China and internationally, including in key provinces and sectors.

Presenting on behalf of NRDC in conferences and workshops to introduce and discuss research findings and recommendations, and coordinating project communication, report launch and advocacy efforts on coal reduction and air quality and carbon peaking.

Working with the other members of NRDC’s China Program and US colleagues to enhance NRDC’s research and advocacy efforts and expertise on energy and environmental policy.

 

Qualifications:

 

Ph.D. (or a Masters with equivalent working experience) in environmental policy, economics, energy, or a related field.

Excellent research and writing skills in both Mandarin and English

Strong technical and analytical skills, especially with regard to air pollution and greenhouse gas control policy.

Broad knowledge of environmental, clean energy and climate change policy in China and abroad, and experience researching and writing on environmental/energy policy.

Ability to work cooperatively with stakeholders, including policymakers, researchers, universities, companies, and NGOs. Strong interpersonal skills and a team player.

Care for details, accuracy and high quality output.

Ability to communicate and advocate ideas and recommendations clearly and effectively in writing and orally
