The Natural Resources Defense Council (NRDC) is an international nonprofit environmental organization with more than 3 million members and online supporters. Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For two decades, NRDC has been a thought leader and trusted adviser to our partners in China. With a highly effective team of more than 30 people based in our Beijing office, NRDC China Program have worked hard at both the national and local levels to recommend, develop, and help implement innovative laws, policies, technologies, and market tools that conserve natural resources, curb pollution and accelerate China's transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the National Forestry and Grassland Administration of China.
NRDC is seeking two Provincial Leads to work with the Coal Cap team in our Beijing office. The Provincial Lead will be responsible for technical support and administrative oversight in designing and implementing the project’s provincial strategy. The Provincial Lead will serve as the principal liaison to local research and government entities, collaborate with partners to conduct rigorous policy research and ensure quality, timeliness, and efficiency of all research products and outreach activities in targeted provinces.
The Provincial Lead position will involve regular travel (assuming doing so safely is possible) to partner provinces, such as Shandong, Shanxi, Henan, and Inner Mongolia. This is a full-time consultant position. The selected candidate will be offered for an initial term of one year, with the potential to extend based on program needs and funding availability.
Strategy Development (10% of time required)
As the key liaison with one of our partner provinces, the provincial lead will help develop and implement a provincial strategy driven by local needs and circumstances in support of coal reduction and energy transition efforts in the province.
Develop annual work plans setting our research projects and activities in the province, and update the work plans as needed to reflect target deliverables and outcomes.
Contribute to annual budget development.
Project Management (50% of time required)
Identify and cultivate partners and stakeholders for provincial coal reduction and energy transition efforts, including research institutes, policy makers, business leaders, and other experts in the field.
Support and provide guidance to partners in preparing research proposals, budgets, contracts, and compliance materials.
Work with partners to deliver high-quality, impactful research products with concrete real-world economic, environmental and policy relevance.
Take the lead in monitoring and evaluation of provincial research projects. Organize expert review meetings and provide feedback and guidance to partners to improve research quality. Monitor and report on performance, and propose creative solutions to challenges as they arise.
Work with the Operations Manager to provide input for progress and financial reporting to funders in an accurate and timely manner, and ensure execution of contract deliverables according to plan.
Provide effective staff management as needed.
Research and Advocacy (30% of time required)
Provide expert analysis and take the lead in drafting policy notes and technical reports on provincial coal reduction policies and recommendations, taking into account research from project partners.
Represent NRDC in conferences and workshops to introduce and explain research findings and recommendations for provincial energy transition.
Work closely with the Communications team to effectively communicate research findings to stakeholders.
Keep up-to-date on the latest developments in energy transition in China and internationally and their relevance for provincial coal reduction and energy transition efforts.
Development (10% of time required)
Participate in and advise on fundraising for programmatic work in targeted provinces.
Support the team leader in cultivating and maintaining effective relationships with donors, partners, and decision-makers.
Minimum of 5 years of relevant, full-time work experience related to energy and environment.
Master’s degree in energy, environment, business/public administration, international development, or a related field (or bachelor's degree with 3 additional years of relevant experience).
Broad knowledge of environmental, clean energy and climate change policy in China and abroad, as well as the challenges and opportunities for energy transition at the provincial level.
Excellent research and writing skills in both Mandarin and English.
Self-motivated with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
Ability to work cooperatively with stakeholders, including policymakers, researchers, universities, companies, and NGOs.
Ability to communicate clearly and consistently with a variety of technical and non-technical audiences including staff, stakeholders, and donors.
Experience in key coal-consuming provinces, such as Shandong, Shanxi, Henan, and Inner Mongolia, is a plus.
