A joint working system has been established to take care of left-behind children by pooling the efforts of 27 institutions, according to a document released on the official website of the Chinese government. The system is intended to guide the work related to left-behind children, and it will also help to coordinate between institutions. Its functions include drafting policies and annual work plans to take care of left behind children, promoting conversation and cooperation among different governmental bodies, improving the assistance and protection system for left-behind children, and supervising the implementation of related policies.

The system comprises the Ministries of Civil Affairs (民政部), Education (教育部), Public Security (公安部), Justice (司法部), Finance (财政部), Human Resources and Social security (人力资源与社会保障部), Agriculture (农业部) and Housing and Urban Development (住房城乡建设部), the Supreme People’s Court (最高法院), the Supreme People’s Procuratorate (最高人民检察院), the National Development and Reform Commission (发展改革委), the National Health and Family Planning Commission (卫生计生委), the State Administration of Taxation (税务总局), the State Administration of Press, Publication, Radio, Film, and Television (新闻出版广电总局), the National Bureau of Statistics (统计局), and organizations related to women, youngsters and disabled people, among others. The leading officials of the Ministry of Civil Affairs would be in charge of the system, and those in charge of the 27 institutions would automatically become part of the system. Plenary conferences will also be held annually, according to the document.
