On Wednesday last week, the Council on Foundations and the International Center for Not-for-Profit Law (ICNL) organized a conference call on China’s Draft Law on Management of Overseas NGOs. Over 130 people joined the call, which discussed how the proposed legislation would impact US organisations running projects in China. Several experts took part in the call including Professor Mark Sidel, Doyle-Bascom Professor of Law and Public Affairs at the University of Wisconsin-Madison, as well as staff members of US foundations and the Council of Foundations.

The Council on Foundations is preparing its comments on the legislation which will be submitted to the legislating authorities before the deadline. Both the ICNL and the Council on Foundations advise that “before changing their procedures and/or programs, foundations and other NGOs are encouraged to “wait and see” the final law and the implementation regulations in order to best understand how they may be impacted”.
