In an effort to further implement the “Law on the Management of Overseas NGOs”, the State Administration of Taxation recently sent an announcement regarding tax registration for overseas NGOs to all tax departments. Below is CDB’s translation of the announcement.

In line with current provisions for tax registration, overseas NGOs that registered at the Public Security Bureau after January 1 whose taxpayer ID codes use an 18-digit unified social credit code will be issued tax registration certificates. As for overseas NGOs that have already registered and set up a tax registration with the Civil Affairs Department but do not yet have a unified social credit code, the tax bureau will coordinate with the Public Security Bureau and the Civil Affairs Department to finish the conversion of these codes. We also remind taxpayers that hold registration certificates issued from the Civil Affairs Department who are handling tax-related affairs to receive a new certificate of registry at the public security office at their earliest convenience.

When handling tax registration with the Administration of Taxation, taxpayers may inquire about tax registration information online at the tax bureau’s handling services website: http://www.ngo.gov.cn. In addition to this online tool, the Administration of Taxation shall increase its cooperation with local public security bureaus by setting up information and data sharing apparatuses, decreasing taxpayers’ repeated submission of materials, increasing the efficiency of offices and lowering administrative costs.

Finally, the Administration of Taxation will be required to increase cooperation with local tax departments in order to better handle registration. Whichever of the two tax agencies accepts registration applications will also be able to send related information to the other through a sharing channel that links the departments. In providing this function, tax information will be consistent on both fronts and taxpayers can avoid having to run back and forth between offices.
