New government HIV/AIDS fund to support social organizations

At the end of July The National Health and Family Planning Commission of China (NHFPC) released the "Notice on the Establishment of the Fund for HIV/AIDS Prevention by Social Organizations" (关于建立社会组织参与艾滋病防治基金的通知) after the Fund had been approved by the State Council. At the same time the Commission also made public the "Interim Measures on the Management of the Fund for HIV/AIDS Prevention by Social Organizations (社会组织参与艾滋病防治基金管理办法（暂行）), according to which social organizations (社会组织) registered with the Ministry of Civil Affairs, as well as "organizations in social organization incubator bases" (社会组织培训基地) that have been established by the departments of civil affairs and family planning, can now apply to the Fund to support their HIV/AIDS programs.

Procuratorate can now initiate public interest litigation

On July 1st the National People’s Congress Standing Committee passed a decision granting the Supreme People’s Procuratorate power to initiate public interest litigation at designated testing areas (全国人民代表大会常务委员会关于授予最高人民检察院在部分地区开展公益诉讼试点工作的决定). The Supreme People’s Procuratorate then released the Pilot Plan for Public Interest Litigation Brought by Procuratorial Departments (检察机关提起公益诉讼试点方案) as follow-up to the decision on July 2nd. According to the plan, procuratorial departments now officially have the power to initiate public interest litigation.

State Council “Suggestions” to promote public service public-private partnerships

On May 19th, the State Council passed the "Suggestions for Promoting Partnerships between Government and Social Capital in Public Service" (关于在公共服务领域推广政府和社会资本合作模式的指导意见) which was drafted by the Ministry of Finance, National Development and Reform Commission, and the People’s Bank of China. The State Council asked all provincial governments to follow the newly published Suggestions in the hope that it will promote public-private partnerships.

Amity Foundation starts special philanthropic fund for WW2 veterans

The Amity Foundation, together with the Nanjing and Jiangsu Committees of the National Democratic Construction Association (NDCA, 民建江苏省委 and 民建南京市委) have held a signing ceremony at the Nanjing Civil Resistance Against Japan Museum that marks the establishment of a special fund (公益基金) dedicated to helping Chinese veterans of the Sino-Japanese war. Huimin Hong, the deputy Director of the NDCA spoke at the ceremony and said that the Fund was established to mark the Chinese victory in the conflict. Hong also said that he hoped that Chinese society would pay more attention towards caring for veterans of the war.
